It used to be that one of the more annoying things you could expect during watching stuff on TV was this- a station would flash their ID onscreen for about 5 seconds like seen here. Usually this was because they hadn't legally identified their call letters and city of license during one of the past hour's commercial breaks (FCC requires stations to do so in some form one time per hour) but others did it more to impose their "brand" onto viewers (by reminding them what a great station they were watching that brought them great programming like this- though very few stations did this during network programming.) I never liked this, as it distracted from the show and I was always drawn to keeping my eyes on the ID until it went off again.
For 5 seconds this was a minor annoyance, but in the 1990s this went to a whole new level with someone's great idea that people would be more 'loyal' viewers if they were ALWAYS reminded of what station they were watching, which led to many stations keeping logos on the screen ALL THE DAMN TIME. Of course this started outside the US, and mostly on cable when it did come here, but it spread to broadcast by the late 90s and suffice it to say that annoys me more than anything in the world. Since I was always drawn to the ones that came up briefly like this one, I couldn't take my eyes off the ones that stayed onscreen all the time, and thus killed my love of television for the most part. (I don't know if this station ever did it since I've never been anywhere near Rochester, just using this as an example of how it used to be.)
