This is the unused side from laserdiscs made by WEA (Warner/Elektra/Atlantic) Manufacturing in Olyphant, PA. This company only made laserdiscs for a few years in the 90s, many of them had excessive video noise as you can see here.
This side is rather odd since it includes a picture stop in the middle, and it only runs 6000 frames instead of the traditional 9000. It does have digital sound and is TOC'd. The text "TURN ME OVER" is etched into the center.
